rosa. am i going to sal? is he here? i don't know what's going on. sal, take it away. >> 80s. >> you heard me. >> b-52s. >> you know, a friend of mine just saw them in las vegas. said they were fabulous. >> they're still going after all these years. steve, aren't you and me both. good morning everyone. there's nothing going on. as you might imagine, yesterday we had a big problem on highway four that's been obviously cleared. we don't even have any slowing traffic there yet. right now, we have a nice looking commute here at the bay bridge toll plaza. it looks pretty good. there have been no major issues, and traffic is also looking good on all the other bay area bridges. as we look at highway four on the camera here, everything looks fine. 401 let's get back to the headlines. >> all right, sal, thank you. well, los angeles police are now on the campus of ucla. they're trying to break up clashes between pro-palestinian and jewish demonstrators.

>> a reporter from the cal matters news site, sergio olmos, recorded these fights between protesters as the pro-palestinian group set up an encampment with steel barricades and wooden boards. the situation intensified at about 11:00 last night when counter protesters started jumping on the barriers to try to take them down. now people threw objects. at one another, including, we have reported, reportedly heard fireworks hurled into the encampment. the clashes went on for a couple of hours before los angeles police and chp officers arrived on scene. >> this is not america and it's going to explode over here. it's insane what's going on with all the united states. >> los angeles mayor called the violence abhorrent and inexcusable. governor newsom

says his office is closely monitoring the situation, and that law enforcement leaders are in contact and resources, have been mobilized. >> well, overnight, police in new york cleared the campus of columbia university of a pro-palestinian encampment. >> that's crazy. it's just crazy . >> now, hundreds of police officers in riot gear marched onto the campus, and they removed demonstrators, some of whom broke into a school administration building about 50 people were arrested. university officials say the police were allowed onto the campus to restore safety and order. >> university allowed this to fester for two weeks. they allowed these so-called protesters illegal encampment people to go out there and violate the university policy and the laws of new york city. >> now, the mayor of new york said, quote, professional outside agitators who were not affiliated with columbia had taken over the protest and were creating a public safety problem. and over in new york city, college police removed a

palestinian flag that was hanging from the flagpole on the main campus, and an american flag was once again raised on that flagpole. the deputy commissioner of the nypd posted this video you're looking at on social media with the caption, an incredible scene and proud moment as we have assisted city college in restoring order on campus, culminating in raising old glory once again on their campus flagpole. >> we are now hearing from the reporter detained while covering the protests at cal poly humboldt.the quad in the little courtyard area. that's the those were the first people that got detained. >> cardiff eureka reporter adam ruiz was live streaming on her station's facebook page when police moved in on the demonstrators monday night. >> you were told multiple times to leave or otherwise you're going to be arrested. but i can.

>> my job, my job has been here all night. well, find a different job. >> find a different job. >> ruiz, who graduated from san francisco state university, says she was detained, photographed and transported from the scene by law enforcement. she lost one of her two phones while recording and streaming the unfolding events. >> that second phone actually ended up being swept away, as well as when they were, moving my hands towards behind my back. it slipped outbviously, the officers didn't get it. so there is a piece of news equipment out there at cal poly humboldt right now. >> humboldt county asked for assistance from local law enforcement. san francisco police sent ten officers and a sergeant, and the sheriff's office dispatched four deputies. 25 people were arrested on charges ranging from unlawful assembly to vandalism. >> time is now 405 on capitol hill. the college campus protests have become a top issue, with more congressional hearings expected to investigate

the way colleges are handling claims of anti-semitism. now, mike johnson, the speaker of the house, said that this week he will bring to the house floor for a bill to respond to the nationwide protests. this could lead to criminal charges for the protesters and also allow lawmakers to slash federal funding to the universities that don't control anti-semitic behavior. >> now, you can also follow our coverage of the college protests online. we do have updates on the protests, the arrests and the reaction from the university administrators and students, all on ktvu.com. >> our time is now 406. the white house wants to reclassify marijuana as a less dangerous drug, and the proposal would change marijuana from a schedule one drug to a schedule three drug. ktvu joey horta talked to dispensary owners about the impact that could have the u.s. drug enforcement administration wants to reclassify marijuana as

a less dangerous drug. >> right now, cannabis is a schedule one drug, just like heroin. >> marijuana. is so far away from heroin, sanford davis is a medical marijuana user in the bay area. enjoy mint, pain relief. a way to get through the day and a way to see it. >> the dea doesn't currently consider schedule one drugs to have any medical use. the new classification would downgrade pot to schedule three, the same level as tylenol. you can smell that. >> it's good, bud. >> it's fresh for the team at park social, a dispensary in alameda. changing the schedule is a step in the right direction for the remaining states where marijuana is still prohibited. >> like, you know how they say milk is like bad for you nowadays, but back in the day they're like, oh, it's strong for your bones. and now we're hearing the hard truth. it's the same thing with marijuana. they want to say it's a gateway drugy

#### out of it and treating it like alcohol, where it's regulated and completely legal throughout the country, according to the aclu, there's a racial disparity when it comes to marijuana crimes, with black people being nearly 4% more likely to be arrested than whites. >> congresswoman barbara lee calls reclassification a big deal, but believes there's more work to be done. >> the only way to remedy the most concerning consequences of marijuana prohibition is to deschedule marijuana altogether. >> the dea proposal still needs to be reviewed by the white house office of management and budget to see where it will go next. in the newsroom, joey horne, ktvu, fox two news thank you joey. >> the effort to recall alameda county district attorney pamela price is moving forward. her opponents have gathered enough signatures for a vote. now the board of supervisors has to set an election date. now, supervisors have two options.

they could either hold a special election that would cost 15 to $20 million, or combine it with the november election for $4 million. the registrar of voters and price's attorney both want the vote. in november if they want to move forward with the election, if they don't agree that it's illegal, why would they do a special election? >> why would you waste $20 million to have an election that's going to be held like two months before the november election? >> supervisors will meet again on may 14th to set a date. the state of california has opened an investigation into alleged campaign disclosure violations in the recall effort. >> our time now 409 later today, ferry service between sausalito and san francisco will resume successful repair work on the sausalito pier was completed this week. now back on april 19th, the ferry service stopped when damage to the pier was found by inspectors. contractors were brought in to repair it. then the pier was re inspected before being declared safe for the ferry to start sailing again today.

national workers day, and there are several protests planned across the bay area. protests, marches and rallies are plannede are in response to the war in gaza and to support palestine. now there are at least three planned in downtown san francisco, one in downtown oakland and another at the port of oakland. there's also a protest planned this afternoon in san jose. >> our time is 414 today in fremont. a nurses union plans to hold a one day strike beginning at 7 a.m. this morning. nurses at washington hospital will stage a strike. they've been negotiating with the hospital and the union membership rejected the last offer from the hospital. the union says the hospital's policies are discouraging nurses from working there. back in november, the nurses hit picket lines that we have tried to reach out to washington hospital to get a comment from them. we're still waiting to hear back from them. in hayward, a person of interest

is in jail. now after running from the police and then barricaded himself inside the home of a stranger, it happened near taylor and olympic avenues, east of interstate 80 about 5:00 last night. now police say the couple who lived at the house were actually inside side when the suspect ran into their garage. it quickly ran out of the home and police started negotiating with that suspect to surrender. >> it was a lot of conversation. it was an excellent work by our negotiators who were in constant communication. some pa announcements, some phone conversation, and after a fair amount of time, he agreed to come out. >> now, police say the suspect is connected to a shooting and has outstanding warrants for his arrest. they also recovered a gun near the scene. investigators are looking into whether that weapon belonged to the suspect. meantime, in oakland, several people are in jail now after leading police on a high speed chase. police say

it started with a reported stolen car near 105th avenue and san leandro street in east oakland. the police tried to make a traffic stop, but the driver sped away. a police helicopter followed the car until the driver got out at 35th avenue and interstate 580, only to get into another car. the two suspects eventually got out of the car and tried to run away, but they were arrested by police. >> the oakland city auditor says a lack of project management caused the city to miss applying for a $15 million state grant to address retail theft. now, the investigation found oakland police originally took responsibility for the grant. another city staffer independently began work on a submission with 11 days left to submit. the first meeting was held with the opd and city agencies, and on the afternoon of the grant deadline, two different sets of staff were unable to upload portions of the application in time. the city has since hired a coordinator

who is dedicated to public safety grants. well, san francisco will be home to a new monthly event that received its inspiration from oakland. >> yeah, it's called downtown first thursdays. the goal is to revitalize the area. ktvu is amber lee shows us what it's all about. >> this whole street from market all the way to howard is going to be closed, and it's going to be a giant street party, a giant street party right here on second street in downtown san francisco, held on the first thursday of every month starting this week, a move to bring life back into the area at night. >> these are, six inch by six inch tiles of mirror artist stephanie mufson, known for building floats for parades such as the one for chinese new year, is creating a giant disco ball for the event. >> it will be hanging from a crane to enhance the party atmosphere, and we see cranes all along the skyline, so it was a perfect combination to really bring flair and fun to the

street. katie birnbaum is bringing her expertise, putting on bhangra and beats night market in the financial district last fall that drew a large turnout, and the main stage is going to be right there at howard, and that's going to be where the art car is going to be, and you'll be able to dance to luna. a luna is a well-known singer and dj. she will be performing at the event. organizers say there will be family friendly entertainment and activities for all ages, as oakland's first friday is an inspiration. >> an is a grab bag of food, music, retail, art, dancing. so the point of downtown first thursdays is to is to celebrate the best of san francisco. >> many yekutiel is the founder of civic joy fund, the nonprofit will provide $1.5 million to fund first thursdays for a year, all users say thursdays are the new fridays for hybrid workers in the area. >> the work week is tuesday through thursday. now, so we're tacking on to the end of foulkes's work week and helping capture people that are coming into the office, and then

selling in residential districts. the ordinance follows the 90 day moratorium on street vending on mission street that was issued back in november, which was later extended by six months. >> san francisco has been awarded more than $37 million in state funding for affordable housing in the mission district. the money provides the final funding necessary for the development of 168 new affordable homes on shotwell street, near garfield square. the housing is being built for formerly homeless, low income families and people who are living with hiv and have certain income requirements as well. >> well, the national park service awarded a $750,000 grant to restore the historical admiral's mansion on mare island. the city is hoping it will find a use as a venue for cultural or educational purposes, and that grant also requires the city to provide matching funding with money going to preserve saint peter's

chapel on the island. >> all right. that leads us to steve paulson. clear moon. yeah, right. this morning. so that tells me clear skies should be kind of a nice day. >> it'll be warmer today. yes, it is clear out there. warmer conditions today, temperatures, i think today, finally, the day where we don't have a huge breeze or anything, which has been a factor. but mild day, warm today. temperatures bumping up santa rosa, walnut creek, menlo park, san jose. up we go. 79 when 80 in walnut creek, 77, menlo park 76 in san jose. look at these water towns. point rays in san francisco. bowie are 49 cold degrees on may 1st. that is incredibly cold water and temps bumping up near 80. i guarantee you fog is not far away. as soon as we get a little help and it will probably be on friday, the series of lows has finally moved in in the pacific northwest. that will allow the ridge to build in a little bit. it's not that strong, but the system is moving through. you can see it's

now pushed off into the intermountain region. 50 few 40s petaluma is in there. 45 napa airport 45 kelseyville though still 39, but vacaville 60. there were 47 at this time yesterday. so that's a big change. there speaking of menlo park and half moon bay as well, 43 degrees, 44 castro valley, danville, clayton although 50s for pittsburgh and also brentwood. so a pretty big separation there. panola is down to 42. hercules must have a breeze to be at 54 and el cerritos in there as well. high pressure is there, but it's not that strong. it will be with us for about 48 hours. so sunny and warmer today. mild to warm. and then a system swings through on saturday and boy a tremendous drop. the gfs has been all over this for about a week now. it looks like the low will settle in in northern california, maybe northern sacramento valley, but it's still advertising some hefty first weekend in may. rain totals, so i would get that plan. be ready to go on saturday if you have outdoor plans. it'll be nice today. clear morning. maybe a few patches of fog, but i can't find anything yet. sunshine for all. warmer and 6072 a few near 80.

they were provided with resources during that time. >> fbi detectives helped san jose police with the arrest. >> our time is now 425 one neighborhood in east oakland coming together now, almost a year after the shooting death of one of their neighbors last june, 60 year old david schneider was randomly shot and killed while he was trimming trees in his front yard in maxwell park. now, almost a year later, the police have not connected any suspects yet to that crime. neighbors are taking matters into their own hands. they're lighting up dark roads and adding cameras, trying to deter criminals. >> just really, struck the whole community. it activated us. we felt, you know, upset and scared. and so we all came together to try and think about how we could, make this community safer. >> now, the neighbors plan to buy cameras for everyone, even

if they can't afford them on their own. we reached out to oakland police about this. they say there's no update in this crime case. >> a ban on service fees will soon go into effect. we'll talk about clarifying what will and what will not be allowed, and a baseball game delayed almost two hours because there were bees all over the field. >> the hero that ended up saving the day so they could finally play ball.

but they're making some big changes as alimentari opened to great fanfare in 2019, it was the casual spinoff of its wildly popular original and sister restaurant cfi.co, located upstairs. >> but in the last six months, owners matt brewer and david neufeld decided to absorb alimentari within kp co and closed its dinner service. in its current form, we still plan on keeping it for an event space, but in its current iteration it just is not sustainable. given you know, i think a lot of the rising costs, the decision which it announced on its instagram, comes months after alimentari cut prices by 20. >> it also recently cut its dine in fee in half, something it instituted to help ensure better wages and full benefits for workers in 2021. >> we have seen our payroll continue to rise. we can manage it as best we can, but when we're not seeing the additional

revenue come in, people are choosing not to dine out as much . and it's not just us. it's a citywide issue. >> one of its most striking costs is electricity. brewer said he used to pay about $7,000 a month to pg and e between two restaurants before the pandemic. that same bill is now about $11,000. the two ficos will merge upstairs and the downstairs operation will focus on to-go orders and serve cocktails as well. san francisco resident jessica roman is a loyal diner. >> we heard it was closing, which is devastating. a lot of people have moved out of the city. i feel like, you know, cfi.co attracted a lot of like corporate clients and there's fewer corporate dinners. >> ultimately, cfi.co said, it's committed to evolving and thriving in san francisco. >> we're bullish on the future of san francisco. we just know it's going to take a little bit of time right now. >> elsewhere, cfi.co is still expanding. it recently opened a market in menlo park, not far from its sister restaurant there, and the owners are

planning to open another cfi.co at the mission rock development in san francisco in 2025. in san francisco, betty yu ktvu, fox two news. >> thank you betty. well, today the state is expected to clarify language in a new law banning junk fees. the law will apply to fees for online ticket sales and hotel. it is also expected to apply to restaurants and bars that will be barred from adding service fees to the check after the meal. that has some restaurant owners fearful that they will have to raise prices by more than 50% to make up for the loss, potentially driving away customers. that law goes into effect july first. a passenger attacked by mike tyson on a flight out of san francisco in 2022, is now filing a lawsuit against the boxing legend. the suit was filed in san mateo county court, just a day before the two year statute of limitations ran out. melvin townsend claims he was sitting behind tyson and had friendly conversations with him on the flight. but then the suit says, tyson asked townsend's companion

for mushrooms, and when they declined. tyson started striking him. at the time the incident, both tyson and the victim requested charges not be filed. >> our time now for 30 for today, former president donald trump will campaign in wisconsin and in michigan. he's getting a one day break from his criminal trial in new york. now, yesterday, there was testimony by an attorney who negotiated the $130,000 payment for adult movie star stormy daniels to keep her from talking about her alleged affair with donald trump. the attorney said that while donald trump's lawyer, michael cohen, never said that he was negotiating for trump, he felt the implication was very clear. >> he still did not get that direct link connecting trump to this payment. that would put him squarely in the crosshairs of criminal jeopardy. >> now, the judge also fined donald trump $9,000 for violating the gag order that bans him from making public comments about witnesses and

about members of the jury. the trial is expected to continue at least another month, and don't forget, you can stay on top of all the latest developments with the trials involving the former president online. just go to ktvu.com. california attorney general rob bonta was in the south bay for a roundtable discussion to find ways to reduce gun violence. >> bonta met with community groups in west san jose to exchange ideas. one group, the partnership for safe communities, suggests a regional strategy. instead of cities working independently to try to curb gun violence, a lot of the same individuals who are engaging in gun violence in one city are also engaging in other types of violence, or even gun violence in other cities. >> and so our report was able to link that. >> bonta says efforts in california are working. the state's gun homicide rate is 30, below the rest of the united states. we have an update now this morning on a dead whale that washed ashore in alameda county earlier this month,

scientists say the gray whale was likely killed by the trauma after being hit by a boat. it was first spotted near crown beach on april 20th, scientists with the marine mammal center say a necropsy found the whale had a full stomach and injuries consistent with blunt force trauma. this is the first gray whale death recorded in the bay area this year. >> our time now for 37. the plans to permanently close part of san francisco's great highway are moving forward now. city officials unveiled their plan to close the one mile stretch of highway because of rising sea levels and erosion of the coast, city plans to build a mile long trail and a beachfront plaza. the full board of supervisors will vote on the permanent closure plan later this year, and if it's approved, that section of the great highway would close in 2026. >> for the second year in a row, san francisco is being recognized as the leader in clean energy. the american council for energy efficient economy revealed its annual

of a key policy meeting that will discuss inflation and interest rates. wall street does not anticipate any changes to rates at this time, but analysts hope for hints on when rates may be cut. some fear there won't be any changes to interest rates at all this year, ahead of the news. the markets are headed lower so far this morning. reports of fraud against seniors are on the rise in california, saw more complaints than any other state in 2023. the fbi says there was a 14% increase in claims nationwide, with more than 100,000 reported incidents of fraud against seniors. more than 11,000 were from california. the fbi says the most common scams involve phony tech support. someone makes contact with a senior saying something is wrong with their computer, gaining access to personal and banking information . >> the impact of these crimes can be devastating. seniors are

gained 11 votes and joe simitian gained seven. under state law, three candidates would qualify for the ballot. now the second place tie could be broken on wednesday after san mateo county reviews 16 ballots in its recount. the likelihood of different outcomes has now changed. >> but really, what has happened overall is that everyone has a better appreciation of the power of their vote. >> a recount was requested on april 9th by former sam liccardo staffer jonathan padilla. any voter can request a recount, and santa clara county says its recount is open for the public to observe. votes were recounted by machine, and the registrar says human error led to miscalculations by machine operators. melissa michaelson is a political science professor at menlo college. >> i think this really just opens up a huge pandora's box of folks thinking, well, maybe those election results are wrong and making people question election results and wanting to

to help increase voter registration among young people. the high school voter empowerment act would require states to designate public high schools as voter registration sites. the bill would also help schools get reimbursed for the cost of becoming a registration site through grants. the group representing more than 800 high schoolers nationwide, known as the voter initiative, is pushing the legislation, hoping to get more young people to vote. well, it looks like voters in solano county will vote this november on building a new city. the california forever campaign announced it is submitting more than 20,000 signatures of the 13,000 needed. once verified, voters will then decide this fall whether or not to allow urban development on land currently zoned for agriculture near rio vista. >> our time is 447. after years of california's population going down last year, the population actually grew. new estimates by the department of finance show

>> a nice warmer day is what i'm looking at here. santa rosa, walnut creek, menlo park, san jose. up we go on these forecast highs after yesterday's low to mid 70s. we'll bump you up a little bit more today 79 to 8077 and 76. that's the spirit san jose 76. but don't get used to it. huge changes on the way as we drop into saturday. temps will drop a good 15 almost 20 degrees as a really unseasonably deep system drops in and it looks like a rain as well. not just colder and windy series of lows up in the pacific northwest. it's kind of moved off. that's allowing our high to build in a little bit. still, though, 40, 50, some 30s to the north but more upper 50s 60s for some inland areas, but a lot of low 40s, mid 40s, 38 boulder creek. so, you know, hollister's 41 degrees felton, scotts valley, 42 so cal 43. then a lot of mid 40s around cupertino, santa clara, campbell and saratoga. the high will be with us today and tomorrow and then it'll start to get knocked off. the water temps are so darn cold i don't think it will take much to get that fog rolling. that'll probably be on friday and then cloudy colder with rain arriving

welcome back to mornings on two sunnyvale public safety officers are investigating a homicide. this is video from the citizen app. officers say they were called to south fernando avenue near east evelyn early yesterday morning. they found a man inside a car with gunshot wounds. and that victim died at the hospital. officials did not release any other information on the victim or a potential suspect. hundreds came out in north creek church in walnut creek to remember the life of an idaho sheriff's deputy from the bay area who was shot and killed in the line of duty. at his home church yesterday, friends and family watched a live stream of the memorial service for tobin boelter, taking place in idaho. before leaving california, he and his wife abby attended the church and she worked for the school. boelter was a cadet in

went in at of for about several hours before law enforcement finally broke things up, coming up in just about 15 minutes. we're going to have a live report from los angeles on the latest developments. >> okay, pam, time is now 502. poor leadership, poor management and poor communications. that's what an oakland city auditor says is the reason oakland city leaders missed a chance to get a $15 million grant from the state to combat organized retail theft, ktvu james torres has been investigating all of this, and he's with us now with the details of that auditor's report and the changes. oakland still has to make. good morning james. >> good morning dave. this is a report that we have been waiting for months now and essentially indicates and officially blames different city departments for how they missed out on that grant. it's a 37 page report. we've read every page of it at this point, and it details every step where the mayor's office,

city hall, the police department and other city staff missed their way to actually secure submitting a successful application. in it, the auditor identified four major missteps, calling the process to apply for the grant disjointed. acting city auditor michael houston reports a lack of leadership, a lack of project management, poor interdepartmental communication and a lack of grant management policy all contributed to the failure of this application. some of that falling on mayor shang tao. the report saying while the mayor isn't directly responsible for grant applications, she is responsible for offering guidance to the city administrator and could have, quote, exercised better leadership. it also puts the blame on opd, saying it originally took the lead on the grant, but ultimately forfeited that lead when other city departments stepped in, offering to lead the charge through a public records request, ktvu learned. police learned of the grant application last april, but took no meaningful action until days before the due date.

that's when the economic workforce development department stepped in and took the reins, according to the city auditor. of the 85 days, the application process was open, the city was only fully engaged for 16 city staff working on the grant were still submitting documents up until minutes before the deadline, with more than one person sharing just one login credential now. the report also mentions the number of people serving in interim positions during the application. that includes the city administrator, the police chief, as well as the economic workforce development director. it recommends the city hire a grants coordinator and implements a grant management policy. that's something that we've heard from mayor shang tao that, she says, would be the solution to make sure that this would never happen again. we know from the city auditor's report that has yet to happen. we are live this morning in oakland. i'm james torres, ktvu, fox two news. >> all right, james, thank you. time is 504. in hayward, a person of interest is in jail

after he tried to escape the police and barricaded himself inside the home of a stranger. it happened last night around 5 p.m. near taylor and olympic avenues, east of interstate 80. police say the couple who lived at that house were actually inside the house when the suspect ran into their garage. they quickly ran out of the house and police started negotiating with that suspect to surrender. >> it was a lot of conversation. it was an excellent work by our negotiators who were in constant communication. some pa announcements, some phone conversation, and after a fair amount of time, he agreed to come out. >> now, police say the suspect is connected to a shooting and has outstanding warrants for his arrest. the police also said they recovered a gun near the scene. investigators are looking into whether that gun belonged to the suspect. but meantime, in oakland, several people are in jail after leading police on a

high speed chase. it started with a reported stolen car near 105th avenue and san leandro street in east oakland. the police tried to make a traffic stop, but the driver sped away and a police helicopter followed the car until the driver got out. at 35th avenue and interstate 580, only to get into another car. the two suspects eventually got out of the car and they tried to run away, but they were arrested by police. >> the effort to recall alameda county district attorney pamela price is moving forward. her opponents have gathered enough signatures for a vote. now, the board of supervisors has to set an election date. super visors have two options. they could either hold a special election that would cost 15 to $20 million, or or combine it with the november election for just about $4 million. the registrar of voters and price's attorney both want the vote in november if they want to move forward with the election, if they don't

agree that it's illegal, why would they do a special election? >> why would you waste $20 million to have an election that's going to be held like two months before the november election? >> supervisors will meet again may 14th to set a date. at the same time, the state of california has opened an investigation into alleged campaign disclosure violations in that recall effort. >> time is now 507. the us drug enforcement administration wants to reclassify cannabis as a less dangerous drug. right now, marijuana is listed as a. the da wants to reduce cannabis to schedule three. that's the same level as tylenol, with codeine dispensaries say, changing that schedule is a step in the right direction, especially for states where marijuana is still banned. >> like, you know how they say milk is, like bad for you nowadays, but back in the day they're like, oh, it's strong for your bones. and now we're hearing the hard truth. it's the

we're at ucla's westwood campus here, and we're on the south side of campus near the school of law. i want to show you first where the demonstration is happening that we've been covering since thursday of last week. well the recent demonstration here overnight included about 100 to 200 people. and that is where they've been gathered. the quad just outside of royce hall early thursday morning, they started setting up dozens of tents, supply tables, and they encouraged people to come out and join in this pro-palestinian demonstration. now, shortly after they were set up, they were met with counter demonstrations and things have been getting more and more heated day by day between those dueling demonstrators and what you're looking at here a little farther down to the south of campus is the police response. we just saw a lot of lapd vehicles leaving the scene and more sheriff's vehicles arriving. a total of at least four agencies in response to the violence that broke out here from these protesters. now we have some video showing you some

of that activity. we can tell you that at the request of ucla, the lapd did send units to help the university's public safety department, the public safety team, and they were overwhelmed. at one point, the lapd deployed a helicopter up above to keep an eye on the crowds. the department says that response came after multiple reports of late last week. security was already ramped up because of the tension here between some of those groups and shortly after the lapd's response, we also saw california highway patrol officers arriving on campus in riot gear. and we spoke to a guy a short time ago who says he was reporting for the daily bruin. that's the student run newspaper here on campus. and he says he and his editor were attacked by a group of six. so things are heated. we can tell you on campus that no one appears to have been taken into custody or arrested by law enforcement. and we also spoke to students who say they're a bit surprised and disappointed by the delay in the response that violence, those few fights and scuffles that we

saw in the crowd, that went on for hours they saw law enforcement arrive here. and that's when things started to calm down. but the demonstration continues, and the law enforcement is standing by here on campus. that's the latest here in westwood. pam, send it back to you, mario, really quick before you go. >> also, because i know the campus, that campus ucla up here ac something much more they've constructed, you know, camps and buildings and they're obstructing you know, students and the university's business, as well as creating a safety issue. so is their word that they will try to completely clear the protest from campus. >> well, it seems like they're getting more and more strict. they're giving out a warning that anyone who is not affiliated with the school, who is taking part could face misdemeanor charges, and students could be suspended if they are caught in that

video taken by a calmatters reporter at the scene of the ucla encampment overnight. now, the violence broke out hours after ucla administrators told pro-palestinian protesters they're encampment was unlawful and had to be taken down. they didn't go anywhere. they did not move by around 2:00 this morning. then a group of counter-protesters showed up and started throwing things into the encampment and trying to break down the barricades that the protesters had set up daily bruo the pro-palestine encampment. finally, during the overnight hours, ucla called outside law enforcement for help. the los angeles police and california highway patrol came in with riot gear to separate those rival protest groups that appears to have quelled some of the violence for now. so let's show you a live picture of what it looks like right now on the ucla , ucla campus. you can see there is no more activity there. but there is that encampment still standing. some of the boards and

outside agitators who are not affiliated with columbia had taken over the protest and were creating a public safety problem. and over at new york city college, police removed a palestinian flag that was hanging from the flagpole on the main campus, and an american flag was once again raised on that flagpole. the deputy commissioner of the nypd posted this video on social media with a caption, an incredible scene and proud moment as we have assisted city college in restoring order on campus, culminating in raising old glory once again on their campus flagpole. >> we're now hearing from a reporter who was detained while covering the protests at cal poly humboldt, and at first they were detaining the people that were out in the quad in the little courtyard area. >> that's the those were the first people that got detained. >> now that's k a f eureka reporter adam ruiz. she was live streaming on her station's

owners fearful that they will have to raise prices by more than 50% to make up for the loss, potentially driving away customers. that law goes into effect july 1st. >> all right, pam, time is 537. >> we have an update about a dead whale that washed ashore in alameda earlier this month. now, scientists say the gray whale was probably hit by a boat and was killed by the trauma. it was first seen near crown beach on april 20th, scientists with the marine mammal center say a necropsy found the whale had injuries consistent with blunt force trauma. now, this is the first gray whale death recorded in the bay area, so far this year. >> plans to permanently close part of san francisco's great highway are moving forward. city officials have unveiled their plan to close the one mile stretch of highway due to rising sea levels and coastal erosion. now, the city plans to build a mile long trail and beach front plaza. the full board of supervisors will vote on the permanent closure later this

have quieted a bit hours after los angeles police and the chp were brought in. we can show you a live picture right now from the ucla campus. within the past couple of hours. sorry, this is not a live picture. this is video from earlier in the day. yesterday, police in riot gear came in to break up the violence between rival groups. the encampment, or at least part of it is still there. tensions came to a head in the middle of the night with fist fights and people with sticks and wooden boards taking swings at one another. this is video taken by a cal matters reporter at the scene of the ucla encampment overnight. the violence broke out hours after ucla administrators told pro-palestinian protesters their encampment was unlawful and had to be broken down. they did not leave. and then around 2:00 this morning, a group of counter-protesters showed up and started throwing things into the encampment and trying to break down the barricades that protesters had set up. ucla's daily news site, the daily bruin, posted on social media video of someone firing a

firework into the pro-palestine encampment. other video from reporters at the scene showed people rinsing their eyes out after mace and pepper spray was sprayed during those fights. now, we don't know yet about any injuries or arrests. the encampment on the ucla campus is still there, but it appears the counter-protesters have gone. and as you saw there, there is still a continued law enforcement presence on the campus right now. so we'll continue to update the story throughout mornings on two. dave. >> all right, ali. thank you. meantime, during the night, police in new york cleared the campus of columbia university of a pro-palestinian encampment. >> that's crazy. it's just crazy . >> hundreds of police officers in riot gear marched onto the campus. they removed demonstrators, some of whom broke into a school administration building. about 50 people were arrested. university officials say the police were allowed onto the campus to restore safety and order. >> the university allowed this to fester for two weeks. they

about 5:00 last night. police say the couple who lived in that house were actually inside the house when the suspect ran into their garage. they quickly ran out of the house and police started negotiating with the suspect to surrender. >> it was a lot of conversation. it was an excellent work by our negotiators who were in constant communication. some pa announcements, some phone conversation, and after a fair amount of time, he agreed to come out. >> now, police say that suspect is connected to a shooting and he has outstanding warrants for his arrest. they also say they recovered a gun near the scene. investigators want to know whether that gun belonged to the suspect. meantime, in oakland, several people are in jail after leading police on a high speed chase. now, it started with a reported stolen car near 105th avenue and san leandro street in east oakland. the police tried to make a traffic stop, but the driver sped away. a police

helicopter followed that car until the driver got out at 35th avenue and interstate 580, and got into another car. the two suspects eventually got out of the car and they tried to run away, but they were arrested by police this morning, mill valley to move cars out of the canyon neighborhood during an emergency. >> the mill valley police department worked with the public works department to perform the drill at 4:00 this morning. now they set up traffic control patterns on several roads as part of an evacuation drill in which everyone would be asked to leave the city. >> it's not just wildfire, you know, there's mudslides and there's flooding and there's all those other things. so it's good to be prepared, so although we hope this never happens, we want to make sure that our staff is prepared to do what's necessary to expedite it and to keep our, our people safe if they do need to get out of town. >> the drill wrapped up in just about an hour and all roads are

change in the nation's drug policy. >> the biden administration wants to reclassify cannabis as a less dangerous drug. ktvu is andre senior, joining us now with the ripple effects expected across the country. andre. pam. >> dave, the biden administration was moving towards this historic step. president biden had first called for a review of federal marijuana laws back in october of 2022, and then issued pardons to thousands of americans convicted of simple drug possession, political analysts say. reclassifying marijuana as the biggest policy change by the u.s. drug enforcement administration in more than 50 years. right now, cannabis is considered a schedule one controlled substance similar to

heroin and lsd. the feds want to lower marijuana to schedule three, which is the same level as ketamine and even tylenol with codeine. >> like, you know how they say milk is, like bad for you nowadays, but back in the day, they're like, it's strong for your bones. and now we're hearing the hard truth. it's the same thing with marijuana. they want to say it's a gateway drug enjoyment, pain relief, a way to get through the day and a way to see it. >> now, the aclu says this change is long overdue because there is a racial disparity when it comes to marijuana and crimes. black and african american people are almost four times more likely to get arrested than white american residents. >> the only way to remedy the most concerning consequences of marijuana prohibition is to deschedule marijuana altogether. >> but opponents of the idea say rescheduling is not necessary and can lead to harmful unintended side effects like drug abuse. the white house

will unveil his plan at 11:00 today. san francisco has been awarded more than $37 million in state funding for affordable housing in the mission district. the money provides the final funding necessary for the development of 168 new affordable homes on shotwell street, right near garfield square. the housing is being built for low income families. formerly homeless, and people who have been living with hiv. there are also income limits on that. the national park service has awarded a $750,000 grant to restore the historic admiral's mansion on mare island. the city hopes it will find a use as a venue for cultural or educational purposes. the grant also requires the city to provide matching funds with money going to preserve saint peter's chapel, also on mare island. one neighborhood in east oakland is banding together nearly one year after the shooting death of a neighbor last june, 60 year old david schneider was randomly shot and killed while trimming trees in

communications. that's what an oakland city auditor says is the reason oakland city leaders missed a chance to get a multi-million dollar grant to combat organized retail theft. ktvu james torres has been investigating this. he's with us now with the details of that auditor's report and the changes. the city of oakland still has to make. good morning james. >> dave, good morning to you. it's a 37 page report that was just released earlier this week, something we have been waiting on for months now. the city auditor saying that he has been investigating this since last october. this report essentially details every step that kind of went wrong within city hall, the mayor's office, the police department, and other city staff who could not successfully complete an organized retail theft grant proposal application that was offered by the state. and in it, the auditor identified four major missteps that led ultimately to that blunder. acting city auditor michael houston reports that the process of applying for the

grant was, quote, disjointed, saying there was a lack of leadership, a lack of project management, poor interdepartmental communication, and a lack of a grant management policy. some of that, he writes, falls on mayor xiang tao. the report says while the mayor is not directly responsible for grant applications, she is responsible for offering guidance to the city administrator, who usually is in charge of that. and she could have, quote, exercised better leadership. it also puts some blame on opd, saying the department originally took the lead on the grant early on, but ultimately forfeited that lead when other city departments stepped in, offering to lead the charge through a public records request, ktvu learned. police found out about the grant application last april, but took no meaningful action until days before the due date. that's when the economic workforce development department stepped in and took the reins, according to the city auditor. of the 85 days, the application process was open, the city was only

fully engaged for about 16 days. city staff working on the grant were still submitting documents up until minutes before the deadline, with more than one person sharing a single login credential. now the port. the report also mentions the number of people serving in interim positions during the application process. that includes the city administrator, the police chief, as well as the cdd director. it recommends the city hire a grants coordinator to implement a new grants management policy, something that we have heard plenty from mayor shang tao. that was something she addressed back in her october state of the city address. but as we learned in this city auditor's report, which has a city administrator's response, none of those hires have happened yet. we're live this morning in oakland. i'm james torres, ktvu, fox two news. >> thank you, james, for that update. and italian restaurant in san francisco is merging with its parent company. chef nico made the announcement on instagram after slashing prices

by as much as 20% over the last several months. now, the owners decided to merge with its sister restaurant in the same building. they say things were going well before the pandemic, but the cost of doing business in san francisco is just too high. we still plan on keeping it for an event space, but in its current iteration, it just is not sustainable. given you know, i think a lot of the rising costs, we have seen our payroll continue to rise. we can manage it as best we can, but when we're not seeing the additional revenue come in, people are choosing not to dine out as much. and it's not just us. it's a citywide issue. >> now, under the new operation, the restaurant will move upstairs. the downstairs level will serve cocktails and will handle to go orders. today, the state is expected to clarify language in a new law banning junk fees. the law will apply to fees for online ticket sales and hotels. it's also expected to apply to restaurants and bars, which will be barred from adding service fees to the check after the meal. that has some
