right now at 11:00. we're following breaking news at ucl. a this video just into our newsroom. you can see there police in riot gear. they have converged on campus. dozens of officers. thousands of people. the lapd issuing a citywide tactical alert amid those pro-palestinian protests and counter protests. this is a tense situation which stems from the brawls that actually broke out last night between two different groups of protesters, fights firecracker and different chemical spray. during that confrontation. and now we fast forward to tonight, 24 hours later. this is a live look from our nbc chopper, which is in westwood. you can see all those people that have been camped out for several days. they were told by the police officers there in various law enforcement that

they must clear the area. a lot of officers are standing guard around that encampment. so will they move in forcefully? those officers or stand down? a lot of people are anxious to see what will happen next. nbc's pete serratos is at uc berkeley, where a similar encampment has been up for more than a week, and there's now a report that discussions are taking place between encampment organizers and the university regarding their demands. pete. reporter yeah. the daily cal is reporting that the discussion has taken place between encampment organizers and the chancellor regarding their demands for the campus to divest any ties to the war in gaza. and, of course, this comes as police try to clear out these encampments at universities across the country. now tensions mounting on the ucla campus tonight with lapd issuing a dispersal order for the growing student led encampment on campus in support of palestinians during the

ongoing war in gaza. it comes one day after fights broke out between pro-palestinian demonstrators and counter-protesters, and we're seeing similar scenes play out across the country. at columbia university, more than 100 people were arrested last night, including demonstrators occupying a campus building. tonight. demonstrators were out in full force outside of that same building, with a projector displaying phrases on the building in support of palestinians. and on this may day, the protests are not just happening on college campuses. demonstrators taking to the streets of oakland. on this day of action, the focus was on showing solidarity with the people in gaza. it is our tax dollars at work that pay for the bombs to be sent over there, and we're here to say not in our names. if we're workers, we're on strike today. this is mayday. this is international workers day. we free palestine. another protest in solidarity with palestinians turning into a victory rally at the west oakland bart station, with

organizers saying the port of oakland canceled all work for the day due to a planned protest on the site. that means no work has happened at the port of oakland today, in big businesses that are doing work at the port of oakland have lost, millions of dollars now in unworked cargo. so we consider this, now, uc berkeley spokesperson tells us tonight that they are not commenting on whether that discussion took place between encampment organizers and university leaders. so we'll have to wait and see how much longer this encampment remains on campus in berkeley. pete serratos nbc, bay area news. pete, thank you. and you can see those tents right behind him there at the cal campus in san francisco. now more than a thousand people marched around downtown in support of janitors and hotel workers. a lot of them work for the big hotels in the area. their contract is up this august. the president of unite here local two marched with them. that union represents 15,000 hospitality workers across the bay area. i'm here because we need to get a fair

contract here, and my kids are here because this is about families. it's about having good health care, about having a fair wage, having about having what, you know, needed for us to raise families and for us to have a future here. those protesters for this march received an escort from the san francisco police officers, and all was peaceful just into our newsroom, a patient turned suspect after police say they stole an ambulance in santa rosa. this happened just before 9:00 tonight. sonoma county fire says that a paramedic was treating a patient when the patient jumped into the ambulance and drove off with an emt in the back. police later caught up to that ambulance and used spike strips to stop it. the patient was arrested and the emt was okay. our other headlines tonight five votes, five votes separated evan low and joe simitian. the recount is now over. low advances to november, and simitian is eliminated. this is the expensive and high profile race to replace congresswoman

anna eshoo. here's nbc's gia vang a recount of about 182,000 ballots that dragged on for nearly three weeks. but tonight, i am incredibly excited about this opportunity to advance to the november election, if anything demonstrated. also that every vote counts, five votes total was the difference in two counties to give assembly member evan lowe the win over santa clara county supervisor joe simitian. after initially tying for second in the primary race for the 16th congressional district, simitian said in a statement he accepts the results and is disappointed. lowe got four more votes in santa clara county after its final count yesterday, it was san mateo county where 16 envelopes in question had to be examined by voting officials and the postal service. and today, bottom line is evan lowe received one additional ballot for his race, and everything else pretty much remained the same. lowe heads to the november runoff against former san jose mayor sam liccardo. liccardo has faced questions about the recount, which was triggered by jonathan

padilla, who helped run his mayoral campaign years ago. though he and liccardo's campaign claim no coordination today, liccardo's campaign thanked election officials and then called out lowe, saying in part, evan lowe tried multiple times to undermine and stop the recount process. lowe only saying this i'm excited about this opportunity to make the distinction and make the case to everyday voters. what sets me apart from my opponent, sjsu political science professor melinda jackson, says lowe presents a more difficult challenge for liccardo, given their more stark differences. like age and groups they represent. i think the gloves are going to come off now that we're looking at a two person race and a pretty competitive contest, a congressional seat is high stakes. the secretary of state now has to certify the results. the san mateo county elections office here says it could take a couple of weeks. gia vang. nbc bay area news. well, there's a lot of pressure on president biden for a cease fire between israel and hamas. there's also his lagging poll numbers when it comes to his handling of the economy. tonight, we've learned president biden is coming back to the bay area. he'll be here for a

fundraiser in portola valley next friday, which is may 10th. no word yet on when mr. biden will arrive or whether he'll have any public events. but we do know this next friday's event will be held at the portola valley home of billionaire venture capitalist vinod khosla. tickets range from $6,600 up to $100,000. we do have a sad update to a fire rescue in the east bay tonight. we are learning that one of the men pulled from a house fire in oakland has died. happened last wednesday at 61st and martin luther king way. a security guard spotted the fire, stopped to help. he pulled one man from the house with the help of two others who had escaped the flames. all three men were taken to the hospital, but one of them did later die. the cause of that fire is still under investigation. new at 11, an unusual investigation in san jose. dozens of birds found in the backyard of a home. animal

control discovered the birds during a search of the home near the corner of vine and floyd streets. investigators say neighbors complained about bad smells and noises coming from that property for ten years. here's what they found 75 birds, including chickens, hens and roosters. the owner surrendered six of them, two birds were taken to urgent care. the homeowner was cited and given a week to remove the birds from the property. thieves have broken into a san jose business 20 times since the pandemic started. the owner isn't only fed up, he's also facing some tough decisions just to survive. lamhaa owns tea villa in downtown san jose. he says he's struggling to stay afloat because of all the repeated crimes burglars have stolen just about everything from his business, including ipads, security cameras and playstations for his customers. but it's actually the busted windows that are hitting him. the hardest. all these four panels just got broken in just in the last nine months, and

then i just couldn't afford to pay them because they were so expensive. police have made one arrest, but lamb says the break ins keep happening. seven in the past year alone, and he's also worried about the safety of his employees and whether to pay them or pay the thousands of dollars to replace the windows. for now, they're just boarded up with plywood. well, the lights are back on at the family courthouse in san jose after weeks of power issues. it's all started with a major power failure in march. since then, the court has not been able to reconnect to pg and e's system. the power outages have forced the court to shut down multiple times, causing issues for people who need services like filing for restraining orders or child support, the court says pg and e has fixed the issue and is not expecting any other service disruptions. oakland's new baseball team has the green light to play ball. the city council says that the ballers can play their debut season at

ucla. this is a live look from our nbc chopper. our nbc crews are telling us that more police officers are arriving on the scene. you can see that big tent city there, that encampment for the protesters, the pro-palestinian protesters, where last night they were matched and met by pro-israel protesters. more than a thousand people have now have gathered outside this encampment, just kind of waiting to see what's going to happen. we mentioned hundreds of officers are really

guarding and surrounding the area. it's unclear what the plan is for the police department and the various agencies involved. they might be moving in within an hour or two from now, but we do not know for certain we will be continuing to follow this story in the overnight hours. we'll keep you updated as well if we get any updates in this newscast. also tonight, a story from our investigative unit looking into a severe gender gap within the san jose fire department. the department has so few women, a civil grand jury issued a scathing report on the disparity. back in 2022, women who used to work for san jose fire tell us they endured a sexist, fraternity like atmosphere. let's bring in our investigative reporter, hilda gutierrez. hilda like most fire departments across the country, there aren't many women in the ranks of san jose firefighters. fewer than 4% female firefighters tell us the low numbers are the result of a pervasive frat house culture in the fire service, in a stigma

that women can't do the job. sheriff's office this video is from a child sex trafficking sting in sacramento county. among those arrested, san jose fire department captain spencer parker, now facing charges. for attempted lewd acts with a 13 year old girl. the san jose fire department taking a lot of heat tonight, and you may have seen this video from 2022 showing a dancer stepping out of a san jose fire truck in a bikini and walking into the pink poodle adult entertainment club. the clip made national headlines and led to the demotion of a san jose fire captain last year, after the crew admitted to giving the woman a ride around the block. yeah the pink poodle incident that, that doesn't seem out of the ordinary for san jose. as the city grappled with the fallout from the pink poodle, cassie lossberg was grappling with something much darker from her own time as a

san jose firefighter. he came around the truck and he stuck his hands in my pants and pinned me up against the amber at a store. and he was a very large man and a supervisor at that time. i felt frozen. former d1 athlete and u.s. marine corps veteran cassie lotsberg says she left her dream job with san jose fire last year following a civil lawsuit against the department that alleges she was sexually assaulted and harassed by male firefighters. when another firefighter gets your number off of staffing and asks you if you're single or sends you, photos on snapchat, or invites you over to their home when their wife isn't there, that creates fear. that creates lack of safety, and that directly affects performance, lotsberg says the recent scandals in her

own nightmares stem from a firehouse culture dominated by men, where women are treated as inferior to. and she's not the only one who believes that i'm very hopeful for cassie, you know, and i'm proud that she's standing up to say, no, not okay in the back. patricia tapia now trains the next generation of firefighters at the silicon valley career technical education center. very nicely done. good job. she used to be a battalion chief for the san jose fire department, overseeing hundreds of men and women who wore the uniform for the city. she was one of the first women in the department when she joined up back in the 80s. firefighting was in her blood. my father is a firefighter and my uncle, but tapia says her career in the department was marred with sexism, harassment and retaliation. she settled her first gender discrimination lawsuit back in 2012, after she and another female fire captain were passed over for open battalion chief positions. she

came out number one, i came out number eight. it was nine positions. they skipped us both. you've performed the way they want you to and checked all the boxes and for no reason they say no. in 2017, she won a second lawsuit against the city, also alleging gender discrimination as well as harassment and retaliation. when she spoke up about it, a jury awarded her $800,000 and she left the department the next year. then in 2020, the santa clara county civil grand jury released this scathing report about the lack of women in south bay fire departments, and tapia feel vindicated. the report found that san jose had 665 firefighters, but only 16 females. that was down from 35 a decade earlier. the grand jury blamed a low numbers on a lack of effort to recruit women. poor fitting gear for female firefighters in a work environment that makes it challenging for women to report discrimination and harassment. it also found some fire stations

lack separate bathrooms, dorms and locker rooms for women, which is still the case today. an immediate response to the report was to address the facilities and the uniform and personal protective equipment. san jose fire chief robert sapien says the agency has made some changes since then, like installing dividers and shared sleeping areas and pumping money into recruitment. he also touts the department's women's boot camp, which introduces potential recruits to the fire service. the department has hired more women since the grand jury report, but there still are only 24 women across the entire agency, less than 4% of its firefighters. compare that with 15% in san francisco, the highest in the country, or even the san jose police department, where women make up 13% of sworn officers. how do you feel about that percentage? i think we need to do much better. we've had attrition where our number, when our number was up in the 40s, we've had attrition since then and in the meantime, in those decades between then and now, we

didn't do a great job in recruiting women. and i don't think that's necessarily because the department was unwilling to do so. i think we just haven't overcome the challenges that are present in that process. the department told the grand jury it would draft plans by june of 2021 to address problems with work environment, gear and accommodations. but the investigative unit confirmed the department never finished those reports. critics like tapia say the department continues to fall short, as evidenced by the pink poodle incident in lossberg's pending lawsuit. do you think that events like that could be discouraging to women who are thinking about joining the department? it certainly public image and perception of the organization is critical to our recruitment process. it's critical to the confidence that our community has in our organization, despite their own experience, says tapia. and lossberg say young girls should

still chase their dreams of becoming firefighters. they just hope the culture will be different by the time they get there. there are good firefighters, but there is a culture that deserves to be looked at and deserves to have accountability, and that accountability will create change. there's a place for us in the fire service. there is a place for women in the fire service. we're now serving other bay area fire departments to see what their numbers look like, and recently spoke to san francisco's fire chief to learn the secrets of their success recruiting women. we'll have all that for you soon. in a follow up report with the investigative unit. i'm hilda gutierrez. very interesting. thank you. hilda, let's turn our attention over to jeff ranieri. we're heading into thursday, and we see some green stuff behind you on your maps. and that is going to be some late season rain that we're tracking out here in the pacific. now, we're not going to see any rainfall just yet. we still have high pressure that will keep the storm track to the north tomorrow for some warm and sunny skies. but we'll get you

updates on this rainfall and what's coming our way in the next couple of days. right now, in that microclimate forecast. so as we head through tomorrow morning, we're going to start it off pretty simple here. low 50s across the bay area. mostly sunny skies. got you dipping down to 52 in the south bay over to the tri-valley. looking good at 51 san francisco. commuting there for work 53 and for the east bay low 50s daytime highs for tomorrow because of that area of high pressure. will stay in the upper 70s to low 80s inland. really a perfect day outside for a lot of us here. 79 in martinez, 80, in livermore, 79 san jose, upper 70s, palo alto. but we got that cool ocean breeze that will keep us in the 50s and 60s at the coastline. also a little bit of wind here for the coast. 15 to 25. how about that rainfall? the storm system going to be dropping down here on saturday. and not only tracking rain, but temperatures in the 50s and 60s. a little bit of wind shouldn't cause any damage. 15 to 30 sierra snow, 7 to 18in. snow levels down to about 4000ft. so the early
