support for terrorists, calls violence against fellow americans. we've seen at all, and more on college campuses over the past few weeks. and too often this repugnant behavior has been abetted by the action, or an action of campus faculty and administrators. jewish students simply walking around the campuses have heard things like hamas, we love you. burn tel aviv to the ground. from the river to the sea. we are hamas. every one of those slogans has been used at protests. a cbs article from a few days ago reported, and i quote, near columbia university anti-semitic slogans including go back to poland were heard among the

protesters chance. in one peter a chemistry can be seen holding a sign near jewish students that reads, alco psalm next targets. that of course is the military wing of hamas. mr. president, go back to poland? next targets? anyone hearing this could be forgiven for thinking were in the 1930s germany instead of the united states of america where i had hoped anti-semitism was a thing of the past. but apparently it is a thing of the present here and i have to wonder how we as a society have failed our young people when they are incapable of opposing israel apologies without attacking the jewish people. when you think that any means are justified pursue their goal including the deliberate
3:01 pm
targeting and slaughtering of the innocent, how have we gotten to a point where apparently substantial numbers of young people are identifying with terrorists? .. campuses are living in fear and jewish students is commonplace.

once you are a student at the university of washington which was also seen protesting chemist at the site and i quote -- when that, the protest startup, i do feel my heart pounding and i'm anxious to be here. this is olivia feldman, senior university of washington and copresident student supporting israel. she goes on to say i do not feel campus. i've been called names, i've been spit out. feldman is a great-granddaughter of holocaust survivors. she goes on to say present visceral feeling in me when someone tells me to go back to the gas chambers, she said. another jewish student at columbia university, cleveland attacked by six outside our

library, i talked like angry mobs and threatened running. ". this is sickening. the fact that this behavior is widespread on college campuses prompt serious search. an immediate record for unlawful behavior. in addition to local law enforcement, the biden department of education and federal law enforcement should immediately stepping to investigate. colleges should be formed for debate and every american has a

right to free speech but we are a long way beyond protest. we are talking about the harassment of an assault on jewish students. it is time for immediate action including law enforcement action oriented and ensure they can attend school and safety. it is hard to believe having to say something about ensuring jewish students can attend and safety. the school administration law enforcement from a we spent time thinking about what has gone wrong. what has gone wrong with education in this country? we are facing a situation where jewish students are scared to go to class because of the actions
3:05 pm
of fellow students. something has gone seriously wrong and we are students, embracing actions identifying with terrorists. that should be thinkable. i hope it will be again. finally, where is president biden? he barely managed to summon up a word on this most recent wave of anti-semitism. preparing for the white house correspondents and are but perhaps could have taken a moment away from addressing the fact that there are jewish students are no more afraid to walk across our campuses. i am waiting to hear attorney general response to a letter i

sent with republican colleagues regarding the administration plans for enforcing federal law in relation to anti-semitism and protest on college campuses. i do not feel safe on campus. i've been called names, spit out, a visceral feeling when someone tells me to go back to the gas chambers. something a student has said, it's time to take action to close this disgraceful chapter to ensure there are no more stories like olivia feldman. >> high-rise against anti-semitism and efforts undertaken here in the senate to go back anti-semitism.
3:07 pm
we see it throughout society including knowledge campuses and similar scott and i have worked on legislation not just this year but many years on this issue and introduce together anti-semitism act trying to get that past in a while. the rising anti-semitism across the country on college campuses has made no other members of the house and the senate both parties increasingly concerned regarding the safety of jewish students on campus. students have the right course to peacefully protest but when it crosses the line, either into violence and we have an obligation to stepping and stop that conduct. i stood on this for late 2022 to
3:08 pm
speak about the subject, anti-semitism in america. the exponential rise seen in the time, 2022, i spoke in particular about people anti-semitism that led to the murder, letting its first of the tree of life synagogue. at that time were calculating the numbers much higher 2020 and 2021 going into 2022. after october the seventh when a terrorist, abandoned terrorists went into israel and killed 1200 innocent civilians since that day the rising anti-semitism across the country in the world
3:09 pm
increased even beyond exponentially high numbers in 2022. anti-defamation league talks the highest number of anti-semitic incidents ever in 2023. these continue to rise on college emphasis. over eight thousand 800 and incidences including 2177 cases vandalism and 161 assaults. we cannot tolerate any form of anti-semitism abroad or here at home in america college campuses in the workplace schools wherever we find it. we have to take action against it. to address the 140% increase, 140% increase on anti-semitic incidents compared to last year i've introduced several bills
3:10 pm
aiming to civil rights enforcement against anti-semitism. anti-semitism made reference to earlier but abandoned the department of education sitters a widely definition of anti-semitism carrying out enforcement actions in the department of education civil rights and power to conduct investigations and we have to provide more funding to do these investigations. badly underfunded right now. we work together on this anti-semitism legislation almost a decade now since party 16. i want to think our colleagues in the house who past anti-semitism voice act of 2023. a vote of 320 -- 91. one 90 in the hospital is
3:11 pm
different my and senator scott's bill in the biden demonstrations anti-semitism strategy from of the use of anti-semitism definitions impairs enforcement. it is important because other anti-semitism address and more important passing this bill today with the unique opportunity we have. in the senate we must take up the bill and passing today. objection on both sides of the aisle prevented us from bringing our will to the bar and we must bring it to the floor and passing today. not all that's needed on college campuses. the office responsible for enforcing discrimination boss the department of education
3:12 pm
civil rights is badly severely underfunded. let's plan leading the showing up for students act civil rights to investigate incidents of harassment and discrimination including anti-semitism on college campuses nationwide. but terrorist groups attack on israel, the office for civil rights testing with 1300% increase in clients related to discrimination and harassment based upon shared ancestry including acts of anti-semitism in schools across the united states. this is a staggering increase and shows no sign of abating. we must meet the moment and ensure students can learn free from anti-semitism, free from discrimination and all forms of hate.
3:13 pm
we must pass the anti-semitism born is not today to ensure jewish dudes on campus or anywhere else in society are protected against discrimination.

people peacefully assemble and make a boisterous part. the second is several talk. it must be upheld. we are not a humanitarian nation worry violence people. protests in the best tradition of how americans respond but neither are we lost country. we are a civil society and order must prevail. it takes moments like this freedom loving nations and moments like this go through to score political points but this is moment for politics, it's the clarity so let me be clear, peaceful protests in america, by the protest is not protected.
3:22 pm
peaceful protest is. it's against the law when violence occurs. trespassing, shutting down campuses. none of the spur protest, burning people. against the law. the court must never be an disorder.
3:23 pm
no place in america front anti-semitism or violence against jewish students there is no place for a speech or violence of any kind. i understand people have strong feelings and deep elections in america from a week respect the right protect the right to protect but doesn't mean anything goes. it needs to be done without violence and without deduction, without hate and within the law.

role in the rights movement and i know it's easy to praise congressman lewis and others decades after i would remind my colleagues lewis was arrested 45 times participating students protests. times for purpose and segregation racism. i would also remind my colleagues the protest elsewhere for help lead to the desegregation of the south and they were in fact citizens and
3:30 pm
occupation for young black and white americans bravely took up space and private businesses, demanding an end to racism and segregation that exist at that time. further, as i hope everybody knows, we have also seen protests, some of them massive test against skepticism, homophobia in the energy system away from fossil people in order to save this planet. in expressing our opinion part of our american tradition. when you talk about america being free country whether you
3:31 pm
like it or not the protest is what american freedom is all about. that is the u.s. constitution. mr. president, let me also remind you exactly 60 years ago, students demonstrated occupied the exact same building on public universities campus is taking place right now. across the country students and others including myself joined demonstrations and our position to the war in vietnam. those demonstrators demanding an end that law and maybe, just
3:32 pm
maybe tens of thousands of american lives and countless vietnamese lives might have been safe if the government backfired and listened demonstrated. i might add the president lyndon johnson chose not to for reelection because of the opposition that occurred as a result of the vietnam war. and further, let us not forget those who demonstrated, went to the streets and protested iraq and afghanistan. maybe those protesters should have spent listened to as well.
3:33 pm
government policy is not always right. a number of my colleagues in both parties, not just the republican party for the democratic party as well, as well as many news reporters, newspapers, they are very concerned about the protest we see on campuses across the country so let me be very clear. i share those concerns about violence on campus or for that matter, anyplace else. i condemn those who threw a brick through the window at columbia university that kind of violence should not be taking place on campuses. i am also concerned condemned
3:34 pm
the group of individuals at ucla from california who violently attacked the peaceful encampment of antiwar demonstrators on the campus of ucla. let me clear, i condemn all forms of violence on campus whether they are committed by people who support israel's war policies are by people who oppose those policies. further, i would hope all of us can agree on the united states of america all forms of bigotry must be condemned and eliminated. the growth of anti-semitism in the country which we must all done and work to stop.
3:35 pm
we are seeing a growth of is homophobia in this country which we must all condemn and thought. in that regard, i would mention in my very own city of burlington, wonderful young palestinian students were shot at close range november 25 last year. they were visiting a family member to celebrate thanksgiving walking down the street and they were shot. mr. president, in addition, i noted there's an increase tendency in the media or on the part of my colleagues here in the senate to use the phrase pro- palestinian suggest that
3:36 pm
means people who are pro- palestinian are pro,'s in my mind that is unacceptable and factually inaccurate. the overwhelming majority of american people and protesters understand hamas is a terrorist organization that started this war by attacking israel in a horrific way over fifth. to stand up for palestinian rights and the dignity of the palestinian people was not make one supporter of terrorism let me also messes i found rather extraordinary, and i've been in
3:37 pm
politics for a while. i did find one particular extraordinary operators and artists two days ago israeli prime minister benjamin netanyahu, leader of the right-wing instrument government and israel, a government which contains out and out palestinian braces, netanyahu equated criticism of his government against the palestinian people with anti-semitism. if you are protesting or disagree with what figure was government are doing and gaza, you are anti-semite. that is and outrageous statement, a leader really trying to do something.
3:38 pm
i'll have to tell you american media must deflect attention away from policies the government is pursuing an gaza which has created an unprecedented humanitarian so let me be as near as i can be -- it is not anti-semitic or pro, how extremist government has killed 34000 palestinians and wounded more than 77000. 70% of whom are women and children. 5% of the and gaza have been
3:39 pm
killed, 77% of whom are women and children to say that actual. it is not anti-semitic to say that yahoos government on the campaign lately destroyed more than 251 thousand housing units and thousand. 60% of the housing unit and gaza damaged or destroyed leaving more than 1 million people almost about half the population. it is not anti-semitic to show what you have done terms of the
3:40 pm
housing gaza. it is not anti-semitic to understand that meant yahoos government has violated because of persistent marking 26 hospitals out of service killing more than 400 healthcare workers at a time when 77000 people have been medical care. yahoos government has thematically destroyed the healthcare system. it is not anti-semitic to condemn yahoos government for the destruction of oils gaza 12 universities. twelve universities all
3:41 pm
destroyed. anti-semitic to say that or is it anti-semitic that 56 other schools been destroyed and hundreds more damaged. today 75 children and gaza have no opportunity for education. not anti-semitic to say that. it is not anti-semitic to note that yahoos government has obliterated thousands of civilian infrastructure but there is virtually no electricity gaza right now, virtually no plea bargaining right now and which being out not anti-semitic to data.
3:42 pm
mr. president, it is not anti-semitic to agree with every humanitarian organization in gaza area and saying that yahoos government in violation of american law bringing in a giant aid into gaza and created the conditions under which hundreds of thousands of children and gaza face malnutrition. it is not anti-semitic to look at photographs of skeletal children starving to death because they have not been able to get the food.
3:43 pm
it is not anti-semitic to agree american officials and un officials could become those districts in the very distant future. anti-semitism is on file disgusting bigotry that has done unspeakable harm to millions of people hundreds of years including my own family. it is outrageous and disgraceful. to use the chart anti-semitism to distract us from legal policies that netanyahu's government. furthermore, it is politics for
3:44 pm
netanyahu charge of conservatism deflect attention criminal indictment is facing in israeli courts. bottom line, it is not anti-semitic to hold netanyahu and government accountable for their action. precisely what we should be doing. among other things, we are the government in the world that has supplied over a period of years and most recently billions of dollars for him to continue this orphic war against the palestinian people.
3:45 pm
i would also say while there has been wall-to-wall coverage on tv of student protests on college campuses extremely upset about government support and funding for this illegal and immoral war and just last week the senate voted to give netanyahu another $10 billion of military aid to continue his work but it's not just the protesters on college campuses disagree with that decision, it is the american people. let me just quote from a few polls taken.
3:46 pm
april 14 from morning consul, 60% supports united states calling for cease-fire. set a time when netanyahu is threatening to expand the war. the% of the american people should not send weapons and supplies to israel as opposed to 40% who think the u.s. should. for my democratic colleagues are disproportionally higher among the democratic community. april 10, support decreasing military aid israel just 18% support an increased 62% support
3:47 pm
is fire and 16% oppose. so it's not just protesters on college campuses upset about government policy regarding israel and gaza. increasingly, the american people want an end in the united states. united people, democrats and republicans and independents in large numbers do not want to be with it piece of thousands. a wonderful idea there is a really radical idea and it may
3:48 pm
be it is time for u.s. congress for the american people. maybe it is time to rethink the u.s. senate recently made to provide netanyahu with a $10 billion for military aid. maybe it is time to not worry about what we are seeing college campuses but to focus on unprecedented silence receiving gaza which has killed 34000 palestinians 77000. 70% of whom are women and children so i suggest to cnn and maybe some of my colleagues
3:49 pm
here, take your camera for a moment of columbia and off ucla. maybe go to gaza your camera and show us emaciated children dying of malnutrition because of not netanyahu's policies. show us the arms, show us the suffering that is going on over there. mr. president, let me food by saying this. i must admit i find it incomprehensible many members of congress are spending their time attacking the protesters rather than the netanyahu government
